He  is a retired U.S. Army Colonel and a retired City Manager of the City of Nassau Bay, Texas.  Kennedy's speciality in the Army was in the area of logistics, leadership and management.  His military awards include the Legion of Merit (awarded four times), Bronze Star, Defense Meritorious Service Medal, Army Meritorious Service Medal (awarded four times), and Army Commendation and Achievement Medals.  In addition, his battalion earned the Valorous Unit Award for exemplary combat service in Operation Desert Storm.

As City Manager of Nassau Bay, Kennedy was the city's Chief Executive Officer for over ten years.  He is currently an active volunteer in the local community serving in several leadership positions in his local church and with the USO.
