The City of Houston and the Harris County Commissioners Court each appoint two commissioners. These two governmental entities jointly appoint the chairman of the Port Commission. The Harris County Mayors & Councils Association and the city of Pasadena each appoint one commissioner.

Texas state legislation enacted in 1923 tasked the members of the Port of Houston Authority’s Port Commission to provide oversight of the Houston Pilots. Chapter 66 of the Texas Transportation Code provides that the Houston Port Commissioners serve as the Board of Pilot Commissioners for Harris County Ports, with exclusive jurisdiction over the Houston Pilots, as they undertake the piloting of vessels in Harris County port facilities.
