Policies and Procedures

The Port of Houston Authority Port Commissioners and staff are governed by policies designed to maintain fairness in all dealings. These policies address a wide variety of topics.

The Port Commission approved an updated Procurement Policy at a special meeting Port Commission  in January 2014 .

The Port Commission amended and restated in November 2013 a Code of Ethics for the Port Commissioners and employees of the Port of Houston Authority, who are responsible for the management and operations of the Port Authority. 

The Port of Houston Authority Travel & Business Entertainment Expense Policy and Standards was amended and restated by the Port Commission in November 2013.

The Promotion and Development Fund Policy and Standards was approved by the Port Commission in August 2013.

This Vendor Protest Procedure provides a formal avenue for resolving the protest of a Port Authority solicitation, evaluation, or award.

The Port Authority's Foreign Corrupt Practices Act Compliance Policy and Office of Foreign Assets Control Compliance Policy are also available.
