and Permits
The Port of Houston Authority (PHA)
owns property as shown on the attached map.
Generally, the PHA property is along the Houston Ship
Channel (HSC) and railroad corridors, thirteen dredged
material areas (DMA), and the submerged lands beneath
and adjacent to the HSC in Harris County. The PHA manages
this property to facilitate commerce and environmental
quality at the Port. The Port grants licenses and leases
on Port property to facilitate future growth while protecting
the interests of navigation and the public
Parties wishing to use Port property
must submit an application with sufficient detail to
allow the PHA to use proper judgment in evaluating the
application. Permission to use PHA property for appropriate
purposes is granted by license or permit. Channel Development
manages certain licenses and permits. PHA has established
minimum insurance and pipeline
insurance requirements and qualifications
for pipeline license for use of PHA property. There
are fees for licenses and permits and applicants should
check the current Fee
Schedule. The Application
Form, Instructions,
and Checklist are available
on this page. The Application Form can be completed
and submitted online. The application fee, As-Built
deposit, and Certificate of Insurance should be mailed
to the Lockbox (see Checklist).
The Application
Form can be used for pipeline, cable, and
transmission lines on PHA property. You must
complete Page 1 and 2 and submit drawings described
in the Checklist. This application can also be used
for license renewal; name change, transfer/assignment
of existing licenses, and seismic exploration.
This Application
Form can be used for marine construction
permits if accompanied by a USACE permit number and
drawings described in the Checklist.
The applicant must complete Page 1 and only those items
on page 2 that apply to the project. PHA will process
your marine construction application concurrently with
your USACE permit application.
PHA allows private use of its Dredged
Material Areas (DMA) for the disposal of dredged
material. The Application
Form can be used to apply for a DMA Agreement (DMAA)
if accompanied by a USACE permit number and drawings
described in the Checklist.
The applicant must clearly identify the dredging schedule,
the DMA requested, and the cubic yards of dredged material
in Block 1 (Project Description) of the application.
The applicant must analyze the sediment using PHA
environmental testing procedures and furnish analytical
results with the application. PHA will process your
application concurrently with your USACE permit application.
Seventy-five percent of the DMA fee must be paid prior
to execution of the DMAA, the balance upon completion
of the work.
Right of Entry to
PHA property can be obtained using the Application
Form. The applicant is only required to complete
those items that apply to the activity. Drawings can
be limited to only those necessary to locate the boundaries
of the Right of Entry.
Submerged lands owned
by PHA can be leased using the
Lease Application. A Credit
Application must also be submitted. The fee for
a submerged land lease will be negotiated with the applicant
and will not be less than the lease rate for submerged
lands approved by the Port Commission. Lease and Credit

Performing work on PHA property or
submerged lands owned by the Port without an executed
license/permit is a serious offense. In the event of
unauthorized work on Port property, such unauthorized
installations are subject to removal (at violator’s
expense) and violators may be subject to penalties.
